How to get a puppy used to wearing clothes/harness?

I have a toy fox terrier and she is so tiny. When we go outside she shakes. You can tell she is freezing. She bites at anything on her (clothes, collar or harness).

The trick is to slowly get her use to these things. Start off with the essentials (collar and harness). Have her wear her harness without anything else.. then after a couple of days put a collar on it and let her drag it around for a few more days. As for clothes put them on for a few minutes and then take them off and slowly increase the time.
